Good. Make sure your SEO has tested various strategies, recorded their outcomes and know which are best for your site in it’s current state and for it’s future.

That's a great effort you have made on this post. "I prefer someone that has tested and tested, tracked and reported various tasks, how long they took and more importantly how effective each of those tasks were towards the SEO initiatives." Then only SEO is meant to be successful.

I have mingled with who you call "SEO gurus" who have been in this business for more than 5 years, and yet, they're still seeking for different techniques to achieve good results in optimizing websites.
Rules of different search engines change in a snap, and I believe that the only way an optimizer can succeed in his job is to also upgrade his skills and learning from a reliable mentor.
Is there really an assurance with SEO experts? or are they also struggling to avoid getting sandboxed or deindexed by google and other search engines?

Trying to explain SEO and the whole "project" mind-set of it is one of the single most frustrating things one can encounter. The best way to look at whether SEO will be successful for a client is to see if they are patient enough AND believe in your ability to the point of allowing you to see the campaign through.
